Who is Jozlyn Hall?

Dr. Jozlyn Hall is a nationally recognized expert in trauma-informed justice reform with over two decades of experience working directly with justice-involved individuals, legal teams, and behavioral health systems. With advanced degrees in psychology, social work, and religious studies, she brings a rare combination of clinical depth and human-centered practice to her work.

As President of the Board of the Connecticut Women’s Consortium, she leads statewide efforts in trauma-responsive education, advocacy, and behavioral health training. Her career is rooted in a consistent commitment to equity, second chances, and systems that heal rather than harm.

Her book, Inner Change Outer Impact, is a self-guided workbook series designed to support personal transformation inside and beyond correctional settings. Built around core themes like emotional intelligence, conflict resolution, generational trauma, and reentry planning, the book provides accessible, trauma-informed tools that promote accountability, healing, and long-term change. It is used by individuals, facilitators, and institutions seeking practical resources for rehabilitation and reintegration.

The Connecticut Women’s Consortium was formally established as a response to New Haven’s high infant mortality rates in 1998. Through the years, The CWC has grown to be the leader in providing quality gender-informed and trauma-responsive training to behavioral health professionals in CT and surrounding states, as well as on the national level. The mission of the CWC is to ensure that the behavioral health system responds to the needs the community and organizations that affect them. We envision that behavioral health care systems serving the community will be accessible, effective, and practice holistic, trauma-informed and gender-responsive care. To achieve this vision, we strive to eliminate discrimination and promote excellence in the care of all humans through education, training, advocacy, and policy development. The Consortium has grown to host hundreds of annual trainings as well as several national level conferences and to pioneer advocacy efforts on trauma, gender, and behavioral healthcare in the state of Connecticut.
